Step By Step Guide to Get NOC for Car/Bike Transfer from Gurgaon to other State in India.

Hi , I have successfully got the NOC from Gurgaon RTO (Mini Secretariat)  without any Agent/touts involved and without giving any bribe to any Govt. official. It is an achievement so that should inspire and encourage other NOC seekers. Here is the process-->

Step-0


You need the following documents.

1. Original Registration Certificate (RC).
2. Form no-28 (Three Copies).
3. Address proof (Voter card/Passport/telephone bill/electricity bill/ration card etc.)
4. Self declaration certificate.
5. Valid Insurance (Self attested Photocopy).
6. Valid PUC (Self attested Photocopy).
7. Report of N.C.R.B.
8. In case of hypothecated vehicle form 35 is mandatory to submit with application.

Step-1--> RC

Original RC is required for getting the N.O.C., RTO office will return the original RC when N.O.C is issued to you. Keep a photocopy of RC with you.

Step-2--> Form-28

    Get three copies of Form 28 from RTO office at Mini Secretariat or download from the    following location "http://haryanaforms.nic.in/dwd/form/form28.pdf". 
     Important--> You have to trace chassis number of your car/bike with pencil on form-28 (on                     all the three copies.Application without chassis number trace will not be accepted.

Step-3--> Address Proof

From 01-May-2016, In Gurgaon RTO three address proof's are required for any type of work. Common accepted address proof's are Aadhar card, Voter ID, Passport, Post paid bill, Bank statement, Electricity/Water Bill, Company letter head with I card.
 Please note that all the address proof should be self attested, avoid wasting money on Notary attestation and keep all the originals with you.

Step-4--> Self declaration certificate

Just before the Mini Secretariat, Notary is there. Go to anyone with typewriter. They’ll charge Rs. 70 for this Certificate. You’ll be required RC.  Just tell them it is required for NOC, they know their stuff well.




Step-5--> Valid Insurance

Valid self attested copy of Insurance is required.

Step-6--> Valid PUC


Valid self attested copy of PUC is required.

Step-7--> Report of N.C.R.B.

You can get the N.C.R.B clearance online, Just visit the link mentioned below.
"http://164.100.44.112/vahansamanvay/Internetquery.aspx". No need to got N.C.R.B. office at RK Puram Delhi.

After filling all the necessary information you will get the clearance certificate.


Step-8 --> Follow the following procedure at Mini Secretariat Gurgaon.


1. Arrange all the documents in order as per Step-0.

2. Quickly go to Counter#4 and get all your document checked, Person checking your document will    sign on first page and then go to fees counter.

3. Submit the Fees Rs. 50/- for NOC + Rs 100/- Service charge.

4.  Total cost will be Rs 150 + Rs 100( for affidavit)= Rs 250/-

5. Again go to Counter#4 with fees receipt and submit your documents. (just photocopy the fees          receipt before submitting).

Once you submit all the documents, they will give a receipt. After one month you shall be able to collect N.O.C. Still mine took 45 days.




NOC is stapled with Form 28 itself (Two Copies) and back/front of RC.

  3. Hi, I am moving to Mumbai within 15 days.
    I would like to know can someone else collect the NOC and submitted RC on my behalf if I give him the receipt of Application or do I have to come back to collec the NOC.

  6. Thank you Aman.. Today i submitted all the documents as mentioned by you. It was easy and no trouble.
    NOC will be issued after 20 days.
    No need of any broker support or brokerage of 2500 to 3000 rs.

    What to do as Karnataka RTO is not accepting my file without stamp form 28 which i understood not given by gurgaon RTO. They only give 2 copy of computerized NOC and RC with NOC issued stamp. I m stuck here bro plz help me out

  11. @Aman: The document list is perfect and it worked like wonders ! Thanks a lot ..

    There are some minor additional points:
    1. Submission is to done at Saral Kendra on ground floor.
    2. Timing is only till 1 pm.
    3. Go to Counter 11 or 12 to get the form signed. Go to Counter 3 to generate token number. Go to Counter 11 or 12, where to make an inward entry in Saral system. Go to First window to pay charges (Rs 150). Submit all the documents along with receipt at Counter 12.
